  • The purpose of the Liberty Nine Block Improvement Project is to replace aged, galvanized two-inch pipe with new and improved six-inch PVC. The addition of six-inch PVC will help improve water pressure, water quality, and service reliability for Liberty customers and will also allow for the installation of new fire hydrants. 

  • After the completion of this project, Liberty customers will likely notice a visible improvement of water pressure at their residence. 

    While this project is underway, Liberty crews and contractors may need to briefly shut-off water to customer residences in order to replace customer water service lines. This work will be brief, only taking about 10-30 minutes. Liberty crews and contractors will notify customers before any water shut-off occurs. If customers are away while this process takes place, Liberty crews will leave a door hanger to notify the customer of the work that has taken place. 

  • Though there will be minimal impact to customers during this project, we always encourage our customers to contact us if they have any concerns or questions. If you do notice an impact to your service, please call our Customer Care line at 1-855-382-6508.

  • This project began in December 2021 on Short Hazel St. and is projected to last for 5 years

    • Liberty's goal for this project in 2022 is to replace 28,000 ft of aged main 
    • Liberty's five-year goal for this project is to replace 283,928 ft of aged main
  • This project is not expected to lead to any road closures, but you may see Liberty crews and contractors working in your neighborhood. Signs will be placed alongside road worksites for safety purposes so that drivers will know when to slow their speed.

  • The Pine Bluff Streetscape project was designed to help beautify downtown with new sidewalks and updated infrastructure. While sidewalks are being replaced, Liberty will make necessary upgrades to aging infrastructure. This includes replacing 3,500 feet of water lines. The new mains will improve current service and support future economic development in the downtown area. The mains and service lines that are being replaced are some of the oldest in our system. Over time, iron and manganese deposits have built up in the pipes restricting flow and pressure. By replacing these mains and service lines, the water quality, flow and pressure will be improved for customers served by these lines.

  • During construction, there may be occasional water discoloration. Replacing the aged lines may disrupt iron and manganese deposits that have built up over time. We want to assure our customers that the discoloration is not a safety issue. It is a result of excess minerals in the water caused by the disruption of the mineral build-up in the pipes.

  • We pride ourselves on providing quality water to the residents of Pine Bluff, and we are taking several steps to minimize the discoloration:

    • We are limiting the time that any discoloration could occur by conducting construction during daytime working hours Monday – Friday while many customers are away from their homes.
    • We will valve off the flow to redirect the water and proactively flush lines to remove as much iron and manganese build up as possible.
    • Should our lines be disrupted unexpectedly throughout the duration of the project due to construction, we are working closely with contractors to mitigate any water disruption as quickly as possible.
    • Liberty's staff is on call should any discoloration be reported and will remain onsite until it is confirmed that the water is clear.
  • During the project, some roads may be closed and traffic re-routed through an alternate area. The project will begin near the intersection of West Barraque St. and North Walnut St. It will continue east on West Barraque St. and then turn south onto South Main St. It will end at the railroad tracks located near 4th Ave. Please watch for road signs and check the local newspaper for the latest information on road closures and re-routed traffic.

  • Update March 2022: 

    Liberty is done with water construction responsibilities until the city is ready for fire hydrants to be installed. This will take place after the city has completed their portion of construction.

    Phase One: Between six months and one year

    This phase will include a new waterline installed along North Walnut, West Barraque, and South Main St. in Pine Bluff. This phase will include the installation of more than 3,500 linear feet of new line.

    Phase Two: Between six and nine months 

    Construction for Phase Two began on Monday, November 16. This phase begins at the south side of the railroad tracks at 4th Ave. and Main St. and ends at the south side of 8th St. and Main St. This phase will include the replacement and upgrade of some of the Pine Bluff's oldest water lines in existence.
